1. Go to Run(win+r) and type regedit in the Run box..

2. In the Registry Editor Select HKey_Current_User>Software>Microsoft>Windows>Current Version >Policies>ActiveDesktop

3. Right click on "NoChangingWallpaper">Modify>Set Value data = 1.....and click on ok...

4. Now changing of Desktop Background Wallpaper is disabled.. In order to enable it Set value data=0 and click on ok...
